Jim Marshall’s Jo Stafford Discography does not mention a date of issue for this album (other than: ‘1953’). My thesis that it was issued in August is based on the fact it is mentioned under the heading ‘Twelve Great New Columbia Albums’, in a Columbia advertisement I found in Billboard’s September 5, 1953 issue.
Just like the album ‘Jo Stafford Sings Broadway’s Best’, ‘A Musical Portrait Of New Orleans’ was not issued on 78 rpm.
